NAUGHTY NAUGHTY!

You've got to hand it to the Liberal/National Party Federal government,
when it comes to pork barrelling they're the tops.  Ros Whiteboard Kelly
is an amateur when her exploits are compared with the efforts of the
Federal Environment Minister, Robert Hill and the Primary Industries
Minister John Anderson.  These gentlemen have in the space of twelve
months allocated over 90% of the 200 million dollars from the 1.25
billion dollar Natural Heritage Trust (courtesy of the partial
privatisation of Telstra) to dubious natural heritage  programs in
Coalition electorates.

It's interesting to note that even the Australian Conservation
Foundation, a great supporter of Johnny Howard's Natural Heritage Trust
"has major reservations about the trusts funding."  Well it looks like
the boys and girls in the A.C.F. have well and truly been taken to the
cleaners.  It's hard to imagine that anyone let alone the A.C.F. would
fall for the line that the Liberal/National Party really gives a rats
arse about the environment.

Although the National Heritage Trust has a semblance of grassroots
participation, the decision about what projects will be funded by the
trust is made by, you guessed it, Hill and Anderson. Theoretically
communities are able to present projects to regional assessment
committees, these committees then pass on their recommendations to State
committees and the State committees pass on a list of recommendations to
Hill and Anderson.  All very nice in theory but a disaster in practice.

You see the Coalition government believes the National Heritage Trust is
their very own personal cash cow.  This cow can be milked to shore up
their electoral position in regional and rural areas.  True to their
word they have allocated most of these funds to dubious environmental
programs in Coalition held seats.  When you examine the obvious pork
barrelling, you have to admire the Coalition government for its
audacity.  Gobbels would have been proud of their propaganda coup.  In
one foul swoop they have virtually given away one third of Telstra and
have set up their very own cash cow which they milk to reward their
mates in rural and regional Australia.  100% boys and girls for your
audacity and bush cunning.


REITH - LIAR!!

If there's one Federal Cabinet Minister you can brand a liar, it's Peter
Reith.  It looks like the Minister for Industrial Warfare (Relations)
has taken a leaf out of Gobbel's book.  "Don't worry about the truth of
a statement, if you repeat it often enough people will think it's
true."  You see, our little mate has been saying to whoever wants to
listen that crane drivers on the country's wharfs make $90,000 for a
fourteen hour week - a blatant lie.  He has also stated that the
National Farmers Federation operation on Webb Dock is a bona fide
stevedoring operation, another blatant lie.  He knows full well it's
just a training operation.

Houlihan, the man who is running the Webb Dock operation for the
National Farmers Federation has stated it's nothing more than a training
exercise.  Patrick's agreement with the National Farmers Federation
prohibits them from handling containers.  Peter Reith has lied about his
involvement in this tawdry little affair, he peddles half truths and
lies to push his own personal and ideological barrows.

JEFFREY'S THE BEST

The antics of Hill and Anderson pale into insignificance when we examine
Jeffrey (Glib) Kennett's retirement package.  You see young Jeffrey can
see the writing on the wall and has organised an over generous package
for his retirement.  Twelve first class, interstate trips per year, two
personal staff for the rest of his life (which he can use to pursue his
own business interests), car, plus chauffeur for the rest of his life,
as well as a very nice office, all courtesy of the Victorian taxpayer.

All I can say Jeffrey, it's nice work if you can get it.  Jeffrey (Glib)
Kennett's package to himself would make the dearly departed Kim il Sung
envious.  What's incredible about this whole obscene episode is the mass
media's lack of reaction to this obscenity.  After one or two days of
comment it has been a non-event, some people in the media even claim
that Jeffrey deserves this largesse.  When you consider the misery he
has brought to so many Victorians about the only thing he deserves for
his services to the Victorian people is an old age pension.

IT'S ON FOR YOUNG AND OLD 

A dispute at Simplot, a food processing plant in Echuca in Victoria, has
profound implications for manufacturing workers across Australia. 
Simplot plans to retrench its workforce at the end of the month and
replace them with workers from a hire company.  If they are successful
in their plan they will be able to banish the Australian Manufacturing
Workers Union form the work site and introduce casual contract labour.

The casual contract workers would have no security of tenure, would most
likely be asked to work for reduced wages and lose the conditions
unionised workers have won over the past century.  It's interesting that
Simplot has chosen a relatively small plant in an area of high
unemployment to launch its campaign to replace its current workforce
with contract workers provided by a hire company.

The Australian Manufacturing Workers Union has decided to mount a
campaign through the Industrial Relations Tribunal to stop the
sackings.  If it's unsuccessful in its appeal to the I.R.T. it will have
to mount a widespread industrial campaign to stop retrenchments.  If it
doesn't win this campaign, it faces a rapid decline in membership, as
staff at unionised shop after unionised shop are retrenched and replaced
with hire company contract labour.  The very same battle that is going
on at Webb Dock is now about to be played out at the Simplot factory in
Echuca.  If the Echuca workers lose this dispute the floodgates will be
opened for wholesale retrenchments in manufacturing plants across
Australia.

MANDATORY SENTENCES - 
A DEATH SENTENCE

Six prisoners in West Australian prisons have killed themselves in the
past six weeks, eighteen killed themselves in the four months before
Christmas.  The Court governments' mandatory sentencing laws have filled
West Australia's jails with people who can't pay fines or who have
psychiatric disorders.  Most of the prisoners who have killed themselves
are people who should never have been sent to prison.

Irrespective of what we think of judges and magistrates, removing
discretion from the sentence a judge or magistrate can pass is
tantamount to sentencing some prisoners to death.  Leaving discretionary
powers in the hands of the judge or magistrate allows them to assess a
situation and in situations where a custodial sentence may be fatal, the
judge or magistrate may issue an alternative punishment.  Mandatory
sentencing removes a judges or magistrates discretionary powers and
leads to the incarceration and death of people whose so-called crimes
should never incur a custodial sentence.  The Court governments
mandatory sentencing laws have left it with blood on its hands.

CORPORATE WELFARE

Pity poor Williams, Walker and Packer, their little investment on the
Yarra has gone bad and they're losing money hand over fist.  In comes
the caped crusader Jeffrey Glib Kennett, friend and saviour of the
corporate underdog.  In a display that's timed to take our breath away,
the caped crusader has stepped into the breach and will be fighting to
save the monstrosity on the Yarra.

The big boys are having a little bit of trouble keeping the Glitz Ritz
afloat and have asked their boy in Spring Street to cut state taxes on
the money high rollers bet and they've also asked him to set aside an
eighteen million dollar fine per year for not putting up another Casino
tower.  As far as I'm concerned the sooner the monstrosity on the Yarra
goes belly up the better.  Irrespective of what "little favours" the
caped crusader can winkle out of the Victorian public for his poverty
stricken corporate mates, nothing will save the Glitz factory on the
Yarra.  The sooner it closes down and is turned into a community centre
the better.

DON'T EAT AND SHIT IN THE SAME TROUGH

One of the cardinal rules of life that most people follow is keeping
their wastes separate from their dining tables.  Everybody seems to be
aware of this cardinal rule, except Queensland Cabinet Ministers.  This
mob believes that they have a God given exemption from this cardinal
rule.  Over the last few days Borbidge the Queensland Premier has been
forced to let go of three Cabinet Ministers.  It seems some of the lads
were rorting the system by having mistresses on their payroll (eat your
heart out Bill Clinton), while others were having large imaginary dinner
parties.  Some of these gentlemen would have been right at home at one
of Caligulu's legendary banquets.  About the only expense they haven't
seemed to have claimed is the expense for an old fashioned vomitarium,
considering their appetites, you'd think they'd be able to put in a
claim and install one in their parliamentary offices.

DYING WAGE

It's hard to believe how generous Johnny Howard and Peter Reith are. 
Take the Living Wage Case before the Industrial Relations Commission. 
Johnny Howard and his side kick Peter Reith want low paid workers to
receive a wage increase of eight dollars over the next two years, that's
right eight dollars over two years, the price of five litres of milk.

In case you break out into mass applause, they have tempered their
generosity by restricting the wage rise to workers who receive less than
$451 dollars per week.  I'd like to see Reith and Howard support their
families on $451 dollars per week, I'm sure they would change their tune
in a few hours if they were forced to live on $451 dollars a week.

GOBBO CHOKES ON LITANY OF LIES

Twenty three minutes of pain!!  Pity the governor of Victoria James
Gobbo, I'm sure the job has its rewards, but these rewards pale into
insignificance when you think of the price he had to pay on Tuesday
afternoon.  Poor, poor James Gobbo was forced to read a litany of lies
about the current state of Victoria.  Every time parliament is opened,
the Governor reads out a set piece that has been written by the Premier
of the day.  You guessed it Jeffrey Glib Kennett is hallucinating
again.  Listening to the litany of lies that poured out of the
Governor's mouth you'd think Victoria was heaven on earth.  All I can
say James, lets hope next time you are asked to open parliamentary
proceedings, Jeffrey Glib Kennett is enjoying his "very modest"
retirement package.

WAR GAMES

American military forces have been preparing to attack IRAQ by using the
civilian population in Italy.  On the 3rd of February a fighter aircraft
of the NATO forces which came from the U.S. military base of Aviano in
the North East of Italy (80 kms from Venice), cut the wires of a
cableway in a mountain resort not too far from the military base.  Only
one of the twenty-one passengers on board of the cable-cage survived.  
The rest of the passengers died.  The pilots of the aircraft returned to
their air base.  It seems that the aircraft was carrying out dangerous
manoeuvres, the reason for such manoeuvres are still unknown.  Indeed
some experts from the American air base managed to cancel the flight
path on the tape and at the same time the American Army claimed the
right to conduct their own investigation and to judge the pilots who
were responsible for this tragedy.

A serious conflict has arisen between the American military forces and
the Italian magistrates in charge of the investigation.  In the meantime
a co-ordination committee which was formed some year ago among citizens
that were opposed to the presence of this military base, has been
reactivated to stir up public opinion about the problems this base has
been causing in the area.  The air base contains nuclear bombs and
sophisticated war weapons.  There are some anarchists and libertarians
involved in the protest committee.  So if you want to express your

ANARCHIST QUESTION AND ANSWER

Q. How do anarchist societies prevent the centralisation of power?

A.  Eternal vigilance, that old adage that the price of freedom is
eternal vigilance is an important principle in any anarchist community. 
Although an anarchist society is a decentralised society and although no
one person is able to gain power in an anarchist community.  The strong
possibility always exists that power, could be concentrated in the hands
of a defacto elite.  Participation is the key to preventing a defacto
elite holding power.
Although structures exist in an anarchist society that decentralise
power:- non-hierarchical structures, recallable delegates, fixed
mandates and the opportunity for everybody that is affected by a
decision to be involved in the decision making process.  Unless people
participate at all levels, only those who participate will effectively
wield power.  The difference between an anarchist community and any
other community rests in the structures and processes that give people
the opportunity to wield power.  In an anarchist community people have
the potential to wield power if they participate in the decision making
process.  If they decide not to participate they only have themselves to
blame if power becomes centralised in the hands of a defacto leadership
group.  Even if power becomes concentrated in the hands of such a group,
people in an anarchist community can take power back into their own
hands by actively participating in the decision making process.

A community that leaves decisions in the hands of experts, a dictator or
representatives, cannot reassert control unless they are willing or able
to seize power back from the people who hold it.  Irrespective of how
vigilant they are, they will not be able to take power back without a
fight.  Hierarchical structures prevent them from participating in the
decision making process.

External vigilance, active participation, non-hierarchical structures,
fixed mandates and recallable delegates are some of the ways anarchist
societies prevent the centralisation of power.

ACTION BOX - ISSUE ORIENTATED INTERNET SITES

Although only a hundred million people across the globe have access to
the internet, it provides an invaluable mechanism, for the dissemination
of information.  If you are involved with a particular issue or
campaign, the internet gives you unparalleled access to thousands of
people across the world.  Anyone who has a rudimentary understanding of
the internet can set up their own web site.
An internet site gives people the opportunity to highlight different
aspects of campaigns they are involved in.  They can present the
material they have placed on the website to anyone who has access to the
internet anywhere around the globe.  The material can be updated every
day and the site can be linked to sympathetic sites anywhere in the
world.  Web sites give you the opportunity to articulate ideas,
strategies and concepts that could be censored in other media outlets.

The internet gives you the freedom to write down whatever you want
without being afraid of legal constraints.  Information on the World
Wide Web is uncensored, current and can appear in real times, no other
media outlet gives you so much uncensored space.  Anybody who has access
to the internet can for a very small financial outlay articulate ideas
simultaneously with thousands of people across the globe.

Although the internet can spread information simultaneously to thousands
of sites, it does not replace activity and organisation.  It is another
medium of communication that lends itself to anarchist activity.  It's
no coincidence that anarchists have taken to the World Wide Web as ducks
to water.  It gives anarchist activists the opportunity to penetrate
fixed mind sets and brick walls.  The W.W.Web is a technological marvel
that can be used to disseminate anarchist ideas, concepts and strategies
to thousands of people.

AUSTRALIAN ANARCHIST HISTORY - EUREKA!

"We swear by the Southern Cross to stand truly by each other and to
defend our rights and liberties" - Miners Oath.

On the 3rd of December 1854, British troops stormed the Eureka
stockade.  In less than fifteen minutes, thirty diggers lay dead and 114
had been captured.  Most of those killed were slaughtered by troops from
the 40th and 12th regiment after they had surrended.  Every man and his
dog in Australia has claimed the Eureka rebellion.  Groups as diverse as
the Labour movement and National Action has claimed the rebellion as
their own.

Unfortunately the egalitarian and revolutionary nature of the Eureka
stockade has been written out of most accounts of the official history
of the period.  Men and women had poured onto the Victorian goldfields
from all corners of the world.  Many of the miners had participated in
the revolutionary movement that spread across Europe in 1848.

Peter Lalor one of the leaders of the rebellion was the brother of James
Finton Lalor one of the leaders of the 1848 Irish uprising.  Monty
Miller a pikeman at the Eureka stockade became one of Australia's best
known I.W.W. militants.  Thomas Kennedy a Scottish chartist organised
400 miners from Creswick to come to Ballarat to assist the Ballarat
miners, they sang the Marseillaise as they marched to Ballarat.  Carboni
Rafaello da Roma an Italian adventurer and anarchist sympathiser
participated and wrote about the Eureka rebellion.  On the 3rd of
December 1855 he returned to the remains of the Stockade and gave away
copies of the book he had written about the events a year previously.

Although the Eureka battle was lost the thirteen diggers that had been
charged with high treason were acquitted.  Within a year many of the
demands the diggers made were met by a colonial government that was
frightened about the possibility of wide scale revolution in Victoria.

Yet ere the year was over,
Freedom rolled in like a flood:
They gave us what we asked for -
When we asked for it in blood.

BOOK REVIEW - THE ANARCHIST COLLECTIVES

Edited by Sam Dolgoff, 
1974 Free Life Editions, ISBN 0-919618-20-0

When you discuss anarchist ideas with people, one of the comments you
commonly hear is, "it sounds all very well in theory, but can you tell
me where its worked in the past".  The Anarchist Collectives is one of
those rare books that examines how anarchism works in practice.  Sam
Dolgoff has written this book "so that the reader will gain a meaningful
understanding of the aims and organisation of the anarchist
collectives".

The book is divided into three distinct sections.  Murray Bookchin has
written a 36 page introductory essay that analyses the events that
occurred in Spain.  The introductory essay is followed by four chapters
that outline the backgrounds to anarchist collectives in the Spanish
Revolution.  This section of the book is divided into four chapters, The
Spanish Revolution, The Libertarian Tradition, Historical Notes and the
Limitations of the Revolution.

Part Two outlines the Social Revolution.  One hundred and ten pages are
devoted to chapters that examine the Economics of Revolution, Workers
Self-Management in Industry, Urban Collectivisation, The Revolution of
the Land, The Co-ordination of Collectives and The Rural Collectives. 
Chapter eleven the final chapter evaluates the success of the Anarchist
Collectives.  The last chapter is followed by a six page Bibliography
and an extensive ten page index.

Sam Dolgoff has brought the workings of the Anarchist Collectives to
light by using first hand accounts of participants as well as the works
of well known anarchist authors.  Gaston Leval, Jose Peirats, Augustin
Souchy and Isaac Puente are a few of the anarchist authors he has
quoted.  The book is given a human dimension by the inclusion of over 20
photographs and a number of maps which pinpoint the location of many of
the anarchist collectives.  If you want to be in a position to answer
that age old question "Have anarchist societies existed in the past?". 
This is the book for you.


PERSONAL OBSERVATION

Worshipping at my local post modern temple of consumption - the
ubiquitous shopping mall, I noticed a mum and dad and the mandatory two
kiddies huddled around a bright green plastic alter.  Just beside them a
line three or four deep were shuffling forward waiting for their turn to
receive holy communion from two young women who were feeding their
offerings to computers.  Each devotee was given a thin slip of paper for
their cash offerings.

Turning back to the table I noticed that mum, dad and the mandatory two
kiddies were preparing for their turn at the computers.  I slide up to
the table and grabbed my entry slip so I too could become a worshipper. 
As I attempted to make a mark on my passport to nirvana the table
wobbled - supernatural intervention, no little Johnny has become bored
with the ritual and is hiding under the green plastic altar.  "Get out
from under there!!, it's you turn", screamed mum.  Dad just stood there
in his AFL t-shirt, waiting for little Johnny to come out.  "I don't
want to!!", shouted Johnny.  Dad put his hand under the altar and fished
little Johnny out.  Look son it's your turn, O.K, O.K "fifty seven". No
Johnny you know it has to be a number between one and forty five -
Johnny mumbled the number twenty six as he broke free from his fathers
grip and scrambled under the altar.  It's your turn Michelle, their
daughter couldn't have been more than three but she seemed to be well
versed with the ritual and barked out the number three, dad followed
with eleven and mum, who knows what number she put down, she just marked
the paper.

"Johnny!", screamed mum, it's your turn, I'd had enough I moved on to
lose myself in Valentines day paraphernalia - no I didn't try on the
stockings and garter belts, but I must admit I weakened, I bought myself
a box of chocolates.  I returned five minutes later, I wanted a slice of
the action.  Twelve million is twelve million.  Mum, dad, Michelle and
Johnny were still there struggling to fill in their Tattslotto form.  I
didn't have the heart to tell them that we all have an equal chance of
being blessed by the Tattslotto God, one in a billion.

STOP PRESS - ITS STARTED

The propaganda war has well and truly started.  The Murdoch press is
falling over itself in the rush to demonise the Iraqi people.  In an
attempt to generate support for an imminent attack that will kill tens
of thousands of Iraqi civilians, the mass media is awash with stories
about the evil intentions of the Iraqi people.  The C.I.A. propaganda
war has well and truly taken over the West's news bulletins.

Stories like the blatantly false story that Iraqi soldiers pulled
neonates out of humidicribs during the invasion of Kuwait in 1991 have
re-surfaced.  In an attempt to justify indiscriminate mass slaughter the
press is attempting to draw more and more Iraqi's into Sadam Hussein's
camp.  Stories appear in the media about Dr. Raka, Hussein's angel of
death, the women who is supposedly overseeing the production of germs
that can kill every man, woman and child on this planet.  Stories have
suddenly appeared about how the Iraqi government is going to attack
Australia with these germs.  Within the space of a few days the media
has been flooded with unconfirmed stories of the Iraqi's regimes ability
to destabilise the Middle East if not the World.

The American propaganda machine has been cranked up and much of the
Western media is uncritically regurgitating almost word for word
Pentagon, CIA and military press releases that are more fantasy than
fact.  It's important, very important to try to determine what is fact,
what is fiction and what is outright military propaganda.  We should
treat the dribble that passes for news in the western media in the same
fashion we treat propaganda that emulates from Baghdad.

It's important we don't believe that old lie that everything that passes
as news in the mass media is true, during war truth is always the first
casualty.
