POLICE KILLED EL HACEN DIARRA ---- In front of his home, in the 20th
arrondissement. Violently arrested. Strangled. The autopsy revealed a
fractured thyroid cartilage, signs of strangulation. ---- Today, the
police officers responsible are still patrolling our streets to
intimidate residents, and the Minister of the Interior, Nuñez, has
stated that he will not suspend the officers. Only our collective
mobilization can bring about justice.
THE 20TH ARRONDISSEMENT: A ZONE OF POLICE IMPUNITY
This is not the first time the 20th arrondissement police have killed,
maimed, raped, and humiliated:
In 2007, Lamine Dieng was suffocated in a police van, handcuffed with
five officers on his back for 30 minutes. Like El Hacen, Lamine cried
out that he couldn't breathe. The case was dismissed. No police officer
was convicted!
Between 2019 and 2020, five women and a minor were sexually assaulted at
the 20th arrondissement police station. While the officer was convicted,
his sentence was reduced to electronic monitoring so he could "continue
his work."
In 2023, Safyatou, Salif, and Ilan, aged 17, 13, and 14, were
deliberately run over by a police car. Each of them was seriously
injured and traumatized, their dreams for the future shattered. Three
years later, still no justice. Impunity reigns supreme!
IN OUR MEMORIES AND IN OUR STRUGGLES
Their names were Moussa Bradai (2002), Zyed Benna and Bouna Traoré
(2005), Lamine Dieng (2007), Hakim Ajimi (2008), Ali Ziri (2009), Wissam
El-Yamni (2012), Amine Bentounsi (2012), Babacar Gueye (2015), Adama
Traoré (2016), Shaoyao Liu (2017), Brahim Moussa (2018), Gaye Camara
(2018), Sabri Choubi (2020), Souheil El Khalfaoui (2021), Boubacar and
Fadjigui (2022), Nahel Merzouk (2023), Alhoussein Camara (2023), Sulivan
(2024)... and so many others in France and in colonized territories.
From George Floyd to El Hacen Diarra, the cry remains the same: "I
can't breathe." The same racist state violence. The same system of
impunity that kills.
POLICE VIOLENCE, RACIST STATE
There are no "mistakes": it's a system that kills people of color,
immigrants, and the most vulnerable. The police are an instrument of
submission to the racist order: detentions to break our youth, fines to
impoverish, violence to subjugate, racial profiling to humiliate, raids
to deport.
This fight concerns us all, because a society that tolerates the injury
and murder of our children, our friends, our cousins, and our brothers
and sisters in the street or in a police station is a society where no
one is safe.
We will NEVER be safe with a police force that kills, with a government
that prioritizes lives based on origins and religions. We will NEVER be
safe as long as impunity persists.
True security is justice, it is equal rights.
OUR DEMANDS:
1. IMMEDIATE JUSTICE: Indictment of the police officers involved in El
Hacen's death, justice for Safyatou, Salif, and Ilan, and reopening of
all cases dismissed without further action.
2. TRUTH AND TRANSPARENCY: Independent investigation under citizen
oversight with publication of all evidence (videos, expert reports) and
an end to the lie about "cameras being discharged."
3. SANCTIONS AND DISSOLUTION: Immediate suspension of officers involved
in the violence, and dissolution of the violent units (BTC, BRAV-M, BAC).
4. END RACISM AND POLICE VIOLENCE: Ban on racial profiling and excessive
fines, prone restraint and chokeholds, repeal of the "License to Kill" law.
5. EQUAL RIGHTS: Equal rights for residents of shelters: security,
dignity, the same rights as all tenants * Regularization of all
undocumented immigrants.
6. REPARATION AND SUPPORT: Recognition of the State's responsibility and
financial, medical, and psychological support for victims and their
families. Concrete commitments from all candidates in the municipal and
presidential elections.
We refuse to forget. We refuse impunity. When one family wins, all
families win!

14th throughout France,

-> Attendance at hearings and trials to support the families,
-> Organization of support events to empower families to fight back,
-> Solidarity everywhere: let's protect our neighborhoods and monitor
the police.
