favoriser le retour à l'emploi. L'État se trouve confronté à des
tensions majeures: entre assistance et contrôle, car les bénéficiaires
sont évalués, catégorisés et suivis; entre droits humains et
contraintes budgétaires, puisque la Convention des Nations Unies
relative aux droits des personnes handicapées (CDPH, 2006) renforce
formellement ces droits, mais que sa mise en oeuvre est régulièrement
compromise par des problèmes de financement; et enfin, entre l'idéal
d'«inclusion» qu'elle formule et le principe d'utilité propre au
capitalisme.
Conséquence: l'État-providence adapte les individus à la société, et
non l'inverse.
Ceci est manifeste dans le paradigme de l'activation: ceux qui ne
parviennent pas à atteindre l'idéal de l'individu autonome et
performant sont dévalorisés. La loi fédérale sur la participation
(2016) prévoit des mesures explicites de réduction des couts et exige
une responsabilisation individuelle telle qu'elle peut entraîner une
diminution des prestations. La réduction des services aux personnes
handicapées se traduit par des coupes budgétaires dans le personnel et
les services: les usagers sont catégorisés selon leurs besoins et
reçoivent un soutien standardisé au lieu d'être accompagnés en fonction
de leurs besoins individuels. Il en résulte un système à deux vitesses:
ceux jugés «capables» bénéficient d'une plus grande autonomie et de
possibilités d'autodétermination, tandis que ceux jugés «incapables»
sont soumis à l'enfermement, à un contrôle extérieur et à
l'invisibilité.
L'idée même de traiter les personnes handicapées comme des «clients»

libertaires ont régulièrement tenté de construire leurs propres
structures internationales. De la Plateforme de Diélo Trouda aux
expériences de coordination du mouvement anarchiste, cette histoire
révèle une question toujours actuelle: comment unir les forces
révolutionnaires au-delà des frontières sans reproduire les logiques
autoritaires des partis centralisés? ---- Les Internationales ouvrières
du XIXe et du XXe siècle -de la Première Internationale à
l'Internationale communiste- expriment une idée simple: le Capital est
mondial, la révolution doit l'être aussi. ---- L'internationalisme
libertaire suppose des structures permanentes, des débats stratégiques
communs, une solidarité matérielle et politique réelle entre
organisations révolutionnaires à l'échelle globale. Sans cela, chaque
groupe reste isolé face à son propre État.
L'anarchisme russe a connu une grande défaite lors de la Révolution de
1917. Nestor Makhno lui-même a du prendre le chemin de l'exil après
avoir animé en Ukraine une importante expérience révolutionnaire
paysanne et libertaire. C'est dans ce contexte que le groupe Diélo
Trouda écrit en introduction de la Plateforme que l'anarchisme
souffrait d'une «désorganisation générale chronique». Les
plateformistes ont voulu répondre à cette faiblesse, notamment en
pensant la question nécessaire de l'internationalisme libertaire.
Une première tentative avortée
En 1927, le groupe Diélo Trouda tente d'ouvrir une perspective concrète
d'Internationale plateformiste. Le 5février, il annonce la tenue d'un
congrès anarchiste international. Le 12février, une rencontre
préliminaire a lieu, marquée par les controverses et les oppositions
des synthésistes. Mais les plateformistes persistent: sans coordination
durable et sans stratégie commune, le communisme libertaire demeurerait
condamné à l'éparpillement.
