ANTINUCLEAR CAMP BETWEEN TWO NUCLEAR PLANTS
July 1998, Kola Peninsula, Russia
The international "action and training camp" located between two nuclear
power plants on the Kola peninsula, in northwestern Russia, will start on
July 19, 1998. This northern region is known as the home of the Kola NPP -
most dangerous nuclear power plant in Russia, the base of the Russian
Northern Nuclear Fleet and site of construction for the next new generation
of civilian reactors.
The Kola Nuclear Power Plant (NPP) is one of the oldest VVER-440 reactors
in Russia. This NPP was named as the most dangerous among Soviet designed
models by the US Department of Energy in its confidential 1995 report. The
Russian Nuclear Safety Organization, GAN, says the VVER-440 reactors do not
meet requirements set by the most recent safety standards. Most Russian
nuclear events related to reactor safety are happening at VVER-440 units.
In 1991, the International Atomic Energy Agency (IAEA) stated that the
VVER-440 system at the Bulgarian plant Kozloduy must be closed down as soon
as possible.
The Russian nuclear industry plans to turn the Kola peninsula into a site
for nuclear power experimentation. Two nuclear reactors of this new
generation -VVER-640's - that have never been in operation before, are
currently under construction in this region. In a time of serious economic
trouble, the Russian 1996/97 national budget included a special chapter
aimed to provide funds for the construction of new reactors at Kola.
VVER-640s are designed to burn plutonium in "mixed oxides" (MOX) fuel that
consists of weapons-grade plutonium and uranium. MOX fuel presents a
serious threat to nuclear non-proliferation, a stability of Russian economy
and international nuclear safety. It may also totally stimulate potential
nuclear terrorism through relaxing of controls monitoring plutonium storage
and transport.
The Antinuclear Campaign of the Socio-Ecological Union, Kola Regional
Environmental Center "Gaya" and ECODEFENSE! are organizing this antinuclear
activist training camp for everyone who wants to contribute to the
prevention of these dangerous and expensive nuclear plans. Non-violent
direct actions, trainings and seminars will be organized in the camp.
The antinuclear camp is part of a global campaign, "Stop MOX!" organized by
environmental organizations in Russia to prevent the implementation of this
dangerous nuclear technologies. It's also aimed to stimulate changes in the
orientation of Russia's energy industry: from nuclear power and fossil fuel
to alternative sources of energy and energy-efficiency program.
Participants of the camp are requested to have a minimum of camping
equipment (tent + sleeping bag). Climbing/alpine gear as donations or for
short-term use will be very much welcomed. Funds for partial reimbursement
of travel expenses for participants from former Soviet Union (and possibly
CEE) is very limited. Contact us as soon as you can if you will need funds
