             46 REBEL SUPPORTERS ARRESTED IN CHIAPAS

     SAN CRISTOBAL DE LAS CASAS, Mexico (AP) - Police in the
southern Mexican state of Chiapas on Friday arrested 46 people
accused of setting up a maverick, pro-rebel local government.
   
     The arrests in the village of Tierra y Libertad come two
days after President Ernesto Zedillo called for an end to
hostilities in Chiapas' four-year conflict and less than one
month after authorities disbanded a similar ad hoc town council
in the nearby village of Taniperlas. In that raid, authorities
also deported a dozen foreigners.
   
     No foreigners were detained in Friday's raid on Tierra y
Libertad.
   
     Since the Dec. 22 massacre of 45 people in the village of
Acteal, the government's law-and-order campaign has focused
largely on alleged rebel supporters - not on pro-government
militias similar to the paramilitary group blamed in the
killings.
   
     The rebels and the government have been involved in peace
talks since early 1994, but differences over a previously
negotiated accord on Indian rights have stalled those talks since
August 1996.
