IN A TIME OF UNIVERSAL DECEIT - TELLING THE TRUTH IS A REVOLUTIONARY ACT

CONSTITUTIONAL CONVENTION
Why am I writing about this non-event, because it could have been and
should have been much more. Almost one hundred years after the current
Australian Constitution was adopted by the Australian people, we were
unexpectedly presented with the opportunity to review the principles of
association that make up the current constitution. Both elected and
appointed delegates had the opportunity to look at facts, not symbols.
In a particularly disappointing display the debate has not spilled out
of the intellectual straightjacket that the government set. The more
radical delegates at the convention have belatedly realised that the
whole sorry mess has been stacked in favour of the status quo. The
so-called republican debate has essentially been a debate about who will
be numero uno, their powers and how that person will be selected or
elected. Although a few of the more radical participants have attempted
to push the debate beyond the question of the head of state, the debate
has been bogged in discussions about essentially trivial points.
The Constitutional Convention was set up to fail. Irrespective of the
final decision made by the appointed and elected delegates, the question
that will be put to the people will be determined by the government of
the day, not the convention. The Constitutional Con-vention is just
that, one big fat government Con. Nobody really expects the government
of the day to put forward a question for a referendum that does not suit
its political agenda.
The best thing that can happen at this convention, is that the different
participants agree to disagree and a plebiscite is put to the people
that incorporates choices from a monarchist position to the insertion of
a question in the plebiscite that asks people if they want - A New
Constitution for the New Millennium. Let's put the public back into the
re"public"an debate and ask them to choose the question that should go
to a referendum.
NOW SONNY IF YOU'VE DONE NOTHING WRONG YOU'VE GOT NOTHING TO FEAR
Every time police make a grab for increased powers, whether it's finger
prints, DNA testing, removal of the right to remain silent, they use the
same old excuse - "if you've done nothing wrong you've got nothing to
fear". Innocent people have nothing to fear from increased police
powers and scrutiny.
Using the police's own logic you'd think they'd jump at the chance of
having their dirty linen aired in a Royal Commission. No not the
Victorian Police Force. The police force that likes to think it's the
least corrupt in the country is frightened of a Royal Commission. You
see our little mates in the Victorian police force must have something
to hide, if they didn't you'd think using their own logic they'd welcome
a Royal Commission into their affairs. Maybe, just maybe they're
concerned about the number of Victorian women who have complained that
the police have taken sexual liberties with them. Maybe they're
concerned about the break-in at St.Kilda Rd, Police Headquarters. Guess
what? Somebody stole some important police files right under the noses
of Victoria's best and fairest - the drug squad. Maybe they're
concerned about the allegations of police kick backs or the horrific
number of police killings in Victoria over the past decade.
Fortunately for the Victorian Police Force their cosy little arrangement
with the Kennett regime has paid dividends. There's no way the
Victorian government, especially Jeff's good friend, the Police Minister
Bill McGrath is going to call an investigation into Victoria's
Praetorian Guard, if they did, maybe the boys and girls in blue would
get restless and give the Maritime Union of Australia a hand.
WEBB DOCK - THE PLOT THICKENS
Trust the Federal government to be involved in the filthy little episode
at Webb Dock. It looks like those who love conspiracy theories are
going to have a field day. Reith, Howard and the rest of the
intellectually challenged members of cabinet have decided they need a
stoush on the waterfront to improve their electoral stocks. Reith is so
desperate to show everyone that he's the main man, he'll do anything to
start a blue with the M.U.A.
It looks like Reith's little plan to lay off every wharfie in Australia
is getting a little bit of a public airing, courtesy of Mr Corrigin's
appearance in the Industrial Relations Tribunal. It seems the National
Farmers Federation's incursion into Webb Dock is a publicity and legal
exercise as well as an opportunity to train the country's future strike
breakers. According to Corrigan the N.F.F. will not be handling any
international containers. No international containers, no legitimate
business. Let's hope the N.F.F. loses millions of dollars in its bogus
attempt to run a Stevedoring company.
WHAT A DREARY LITTLE MAN
You've got to hand it to that dreary little man whose masquerading as
Prime Minister, when the awards are handed out for hypocrisy he seems to
be near the head of the line. Our little mate has been instrumental in
introducing a "Reciprocal Obligation" clause in the relationship between
the state and 18 to 24 year old unemployment benefit recipients. One of
these so-called "Reciprocal Obligations" could be described as civil
conscription.
You see this dreary little man lives at Kirribilli House in Sydney.
When he became Prime Minister he refused to move to the Lodge in
Canberra because it would interfere with his children's educational
opportunities - what a wonderful father. Unfortunately our little mate
is unwilling to extend the same courtesy that he extended to his
children to the rest of 18 to 24 year olds in this country. As far as
he's concerned these bludgers should be forced to move around the
country to take up boring, repetitive meaningless jobs. If they don't
they will lose the pittance they receive in unemployment benefits.
Looks like this dreary little man doesn't believe he should extend the
same courtesy that he extends to his own children to other peoples
children.
IT'S BACK!!
Every summer over the past decade community after community has been
confronted with the problem of finding blue green algae in their
drinking water. 1998 is no different to previous years. This year the
residents of the Victorian towns of Inverloch and Wonthaggi have been
told they can't drink the water as their main supply of water, the
Claire Reservoir, is polluted with blue green algae. Increasing use of
fertilisers by an increasing number of farmers who are trying to farm
marginal land has contributed to this human engineered disaster.
Outbreaks of blue green algae are occurring all across Australia.
Community after community along the Murray Darling basin is confronted
with this problem every summer. Little if any action has been taken to
contain this growing problem. Farmers continue to use increasing
amounts of fertilisers to grow fodder for animals and for export crops,
making little if any efforts to change their patters of farming.
Irrigation authorities and governments refuse to curb fertiliser use.
Every summer increasing numbers of Australians are faced with
potentially fatal consequences, because no one is willing to spend the
time and energy to contain this ever-expanding problem.
The Murray Darling, Australia's main waterway is a mess, a real mess.
High irrigation quotas coupled with over fertilisation of marginal lands
has made the whole Murray Darling Basin a potential death trap. Every
year various communities along the river are forced to drink outside
water because blue green algae blooms have taken over sections of the
waterways.
Unsustainable agricultural practices in this country are polluting the
water with blue green algae, increasing the salt level of the land,
decreasing the levels of the artesian water supply and are turning
marginal lands into deserts. If we are not careful these farming
practices will eventually affect all of us, not just isolated rural
communities.
ZIMBABWE - SLOW SLIDE INTO DESPAIR
Zimbabwe was held up as an example of a successful transition of white
to black rule. The Reverend Mugabe has ruled Zimbabwe with an iron fist
since he overthrew the illegal Rhodesian Smith regime in the early
1980's. Although Mugabe won the war on a platform of land and liberty,
Zimbabweans have seen precious little liberty and no significant land
reforms. Soldiers who were involved in the liberation struggle nearly
twenty years ago are still waiting for their parcels of land.
A white minority parliament was replaced by a black majority parliament,
black bureaucrats replaced white bureaucrats, hundreds of thousands of
blacks who had been pushed onto marginal land waited for land reforms.
Unfortunately land reforms did not materialise. In the name of
pragmatism Mugabe decided not to confiscate the lands of five thousand
white farmers who dominated agricultural production in Zimbabwe.
The only significant change during the Mugabe era has been the emergence
of a small black educated middle class. The great mass of blacks in
Zimbabwe continue to eke out a subsistence existence on marginal lands.
Around five thousand white farmers continue to exploit black labour,
investing the bulk of their profits outside Zimbabwe. Paradoxically the
handover of power from a white minority to a black majority government
in South Africa heralded the death knell of the Mugabe regime.
Foreign capital streamed out of the country back into South Africa.
Over the last few months unemployment among urban dwellers has climbed
to over 40%. The currency's plunge has matched the fall of the rupiah
in Indonesia. Mugabe's behaviour over the past few years has alienated
more and more people. The political process is totally corrupt. When
the government increased the price of maize, the staple food in Zimbabwe
by over 20%, all hell broke loose.
Rioters and looters hit the streets of the capital Harare. The army was
given orders to shoot to kill. Within a few days the governments very
survival was at stake. In an attempt to drum up support for these grass
roots activists, the government reduced the price of maize back to its
original price. Currently the nation is experiencing an uneasy truce
that is being maintained by the armed forces. While the armed forces
remain loyal to Mugabe, it will be difficult to unseat him. As soon as
their support wavers his days are numbered. Fortunately for the people
of Zimbabwe it looks like Mugabe's days are numbered.
ANARCHIST QUESTION AND ANSWER
Q. How would an anarchist society deal with megalomaniacs?
A. Tolerate them. Yes that's right, tolerate them. Irrespective of the
type of society we live in, some people will try to dominate other
people. Whether it's a family unit, a collective or a large community,
the problem of one individual attempting to exert authority over others
will continue to be a real problem. An anarchist society is a society
that is based on non-hierarchical structures and equal access to that
society's wealth.
The chances of a megalomaniac exerting power over individuals and a
community are greatly diminished in a society where everyone has equal
access to power and wealth. Apart from emotional factors, economic
factors play a big part in how a family unit or collective functions.
In an anarchist community economic factors cannot be used by an
individual to exert authority over members of their family or a
collective, as everyone in that society, irrespective of who they are,
what they do or how old they are has automatic access to the products
that are produced by that society.
In a society based on centralised authority megalomaniacs are able to
become dictators because of the hierarchical nature of that society.
Any society that is structured in a hierarchical manner runs the very
real risk of becoming hostage to an oligarchy or dictatorship. Hitler,
Pol Pot, Stalin and our very own Sadam Hussein, were and are able to
exert power because they have captured the state apparatus. As the state
does not exist and as power does not lie in the hands of an elite in an
anarchist community, it is impossible for a megalomaniac to seize power
on a wide scale. They may be able to boss people around in a small
collective, but even in that collective, there are structures and
mechanisms by which that person could be removed from power.
Non-hierarchical structures, rotating delegates, direct democratic
methods of making decisions, recallable delegates, fixed mandates and
ratification of consensual decisions made by delegates are all
mechanisms that greatly limit the chances of a megalomaniac seizing
power in an anarchist community. When you couple the decision making
processes with people's automatic access to the "common wealth", the
chances of anyone seizing power in an anarchist community would be a
rare, very rare event.
ACTION BOX
"Tip Over the Applecart, Apples for All!!
Irrespective of what activities or campaigns we're involved in, we
should never forget our long term aims. "Tip over the applecart, apples
for everyone" was one of the most popular slogans that was used by the
participants in France in May 1968. This slogan embodies the anarchist
spirit that we need radical social transformation if we wish to create
an egalitarian community. The day to day battle to survive can rapidly
destroy our vision of what a future anarchist society will look like.
Although it's important to spend time looking at your vision of how an
anarchist society would look like and function, it's even more important
to articulate this vision to the people you're involved with. Whether
we, as anarchists, are successful activists or not depends on our
ability to articulate this vision to other people, before we can attempt
to articulate this vision we have to be clear in our own minds about how
an anarchist society will function. Although as anarchists we may not
have a blue print for a future anarchist society, we know what
structures need to be created to make those ideas a reality.
We mustn't forget or be satisfied with reforms to the current system.
Each battle, each struggle should be seen as an attempt to tip over the
applecart. Although we may not be able to tip over the applecart on
every occasion, each attempt increases our experience about the best way
of tackling the problem of tipping over the applecart. Many activists
take the view that it's best to keep their ideas to themselves when
they're involved in reform orientated activity. Sometimes you need to
keep your views to yourself, to maintain your job or enhance your
ability of finding work, other times you may feel free to articulate
these ideas.
Even if you don't feel comfortable articulating your ideas because
you're concerned about your safety, or you don't feel you are able to
verbally give justice to the ideas, you can still influence the people
you work or associate with. You can attempt to incorporate anarchist
principles in the way you interact with other people or you can write
and print leaflets that you can leave at your workplace and around the
area you live. These leaflets should outline the shortcomings of our
current society and they should describe the principles of association
that determine how an anarchist society would look and function.
AUSTRALIAN RADICAL HISTORY
MARITIME STRIKE 1878 - 1879
to reassert their Anybody who thinks that the current Maritime dispute
at Webb Dock in Melbourne is a new development on the waterfront, only
has to examine the 1878 to 1879 Maritime strike to realise that little
if anything has changed. The seamen's strike in 1878 was the first
intercolonial dispute in Australia. The Australasian Steam Navigation
Company decided to replace all their Australian seamen with Chinese
seamen in late 1878. The reason:- they were paying Australian seamen
eight pounds per month, but could get away with paying Chinese seamen
three pounds per month.
Seamen in Victoria, New South Wales and Queensland went on strike on the
17th of November 1878. They were supported by miners in New South Wales
and by wharfies in the three colonies. The company was able to keep a
skeleton service going, when 21 Sydney wharfies blacklegged and loaded
ships that had Chinese crews. On Saturday the 7th of December 1878, a
crowd had gathered outside the Australasian Steam Navigation Companies
wharf and when the blacklegs had finished work and made their way home,
the crowd began hooting the strike breakers.
Sixty police on foot and six mounted troopers turned on the crowd and
beat many of the demonstrators senseless. A compromise settlement was
reached by the seamen and the company on the 2nd of January 1879. The
company agreed to discharge its Chinese crews over the next two years
and re-employ the Australian seamen whose jobs had been terminated.
The Maritime Strike in 1878 put the question of race, international
capital and labour squarely on the colonial political agenda.
International capital claimed the right to employ anyone they wanted
to. Workers from Southern China and the South Pacific were targeted by
international capital because they could get away with paying them a
pittance. Local Colonial workers found they had become the disposable
part of the labour equation. They formed associations and unions to
fight this attempt by the merchants of the late 19th Century to employ
virtual slave labour.
The early Trade Union Movement owed much of its early success to the
fact that people understood that if they didn't unite and fight for the
right to keep their jobs, everyone, both indentured workers and locals
would be the losers. It's easy, very easy to label the early union
movement as a bunch of racists, what many commentators seem to forget is
that many of the racist sentiments that were aired were caused by the
attempts of local and international merchants to use indentured Chinese
and South Seas labour to cut their operating costs. When you examine
the current Maritime dispute at Webb Dock in Melbourne, it looks like
nothing has changed. The employers will do anything control over the
docks.
BOOK REVIEW - Mount Isa - The Study of a Dispute. Pat Mackie with
Elizabeth Vassilieff, Published 1989 by Hudson Publishing ISBN
0949873276
The 1964 Mount Isa Dispute caught the imagination of the Australian
public. An industrial dispute that occurred in one of Australia's most
isolated areas had an impact greater than the dispute itself. In 1989
Pat Mackie, one of the central figures in the dispute released his side
of the story in the book, Mount Isa - The Story of a Dispute. Elizabeth
Vassilieff, his co-author organised the transcription of many hours of
Pat Mackie's tapes into a coherent story.
This two hundred page book is broken up into nine chapters which are
followed by 40 pages of appendices and a useful six page index. The
book chronicles through Pat Mackie's eyes a remarkable struggle that was
carried out by ordinary men and women. These men and women didn't only
take on the might of their employers, the American Smelting and Refining
Company (ASARCO) but they also took on the might of the Australian
Workers Union (a union that had long ago got into bed with ASARCO), the
Queensland State government, the Queensland Police Force, the Special
Branch and the Federal government. This dispute wasn't fought in the
Industrial Relations Courts, it was fought using direct action,
self-organisation, picketing and the mobilisation of public opinion by
skilful use of an overtly hostile media.
Chapter one, Signs and Portens (1961-1964), gives the reader the
background to the dispute. Chapter two, Action and Reaction and chapter
three, Elation, outlines how the dispute began and how the rank and file
took over the running of the dispute. Chapter four, Friends and Foes,
gives the reader an indication of the forces pitted against the
miners. Chapter five, Police State shows the true nature of the
Queensland State government in 1964/65 - a police state (some people say
nothing has really changed in Queensland). Chapters six and seven, A
Phoney Re-opening and Proof of the Pudding, gives us an idea of the
tactics that the AWU and the State used to try to force the miners to
return to contract work. Chapter eight, Picketing when the mine
re-opened to scab labour on Wednesday the 17th of February 1965,
effective picketing kept the flow of scab labour to a trickle. In
chapter nine - We Shall Overcome, Mackie explains how new anti-picketing
laws made it almost impossible to carry out the struggle and how the
miners were finally dragged back to the mines by the Queensland Police
State, the AWU, the Queensland Trades and Labour Council, and ASARCO.
Although the company had agreed to a no victimisation clause it refused
to re-employ 96 AWU members - the most militant. The AWU rubbed salt
into the wound by refusing to assist these victimised members. Mount
Isa the Story of a Dispute should be mandatory reading for all those
activists that still believe that the Australia Trade Union Movement is
more than a manager of Labour.
PERSONAL OBSERVATION
I hadn't seen Lee for a few weeks, as we work in the same field we tend
to run into each other. I've known him for about five years. Before he
began looking after people with disabilities, he spent over a decade
working on farms on the outskirts of Melbourne picking fruit and
vegetables, back breaking contract work. Lee is a survivor of Brother
Number One's attempts to create a new society in Cambodia. I've never
asked him about his experiences under Pol Pot and how he arrived in
Australia 20 years ago. Our relationship is one of those superficial
work based relationships. Even if he or I wanted to develop it further,
the tyranny of language would keep us apart, my Cambodian is
non-existent, his English is limited to practical realities not
metaphysical heights.
I bumped into him in the driveway of a house we both visit. I was
leaving holding my black attache case, he was bounding in holding a blue
plastic bag. We stopped and exchanged a few words. He asked me if I
wanted a cob of corn. Well it was nearly 2 o'clock, I hadn't eaten
since the previous night so I said yes. He reached into his voluminous
plastic bag and fished out a cob of corn which was still enveloped in
its husk. Not a bright green husk, but a dull brown looking husk. I
hesitated, the man who has eaten raw meat in Africa, cat in China and
who knows what in numerous fast food outlets, hesitated - pathetic.
Lee noticed my hesitation and quipped up, it's cooked. We boil the corn
husk and all, we don't strip the husk before we boil it. Leaving the
husk on retains the juices and makes it much sweeter. Makes sense, I
thought, I grabbed the cob, thanked him and chucked it in the front seat
of the car. About an hour later when I had a few spare moments, I
stripped the husk off the cob and munched into it. Lee wasn't kidding,
I've eaten corn for as long as I can remember, boiled corn mainly,
occasionally roasted corn. I've always enjoyed it except when you bite
into a soggy rotten corner - nasty.
For the rest of that afternoon and evening I couldn't help thinking how
stupid I was, 46 years on this planet and not once had I eaten corn that
had been boiled with its husk on. No more bland corn for me, from now
on I'll boil it husk and all.
STOP PRESS - REALLY BILL!!
Well looks like Australia is going to be dragged into another little war
in the Middle East. You see Bill Clinton needs to play tough and his
counterpart in Iraq, that bloated dictator who's still in charge of
Iraq, courtesy of his friends in the United States government, has
decided to sacrifice another hundred thousand or so Iraqi's, so that he
can continue to play out his fantasies. Let's not forget that Sadam
Hussein and his murderous bunch of thugs would be nothing without
Western Support.
It seems most governments have conveniently forgotten that Sadam
Hussein's extensive supply of weapons of mass destruction was sold to
his murderous regime by the United States, Britain, Germany, France and
a host of other Western governments. The revolution in Iran in 1979,
sent a shiver through the West. In an attempt to contain the spread of
Muslim fundamentalism, the West encouraged and bankrolled Iraq in a war
with Iran which resulted in the deaths of over a million people. Most
of the weapons of mass destruction which still remain in the Iraqi
dictatorships hands are a legacy of that period.
When Sadam Hussein invaded Kuwait in 1991 he believed the West would
turn a blind eye to his aggression. He forgot that his usefulness to
the west decreased as the threat of Muslim fundamentalism receded.
Operation Desert Storm in 1991 was an unparalleled military success.
Wave upon wave of tanks rolled thorough Kuwait and routed Sadam
Hussein's Presidential Guard. With victory in sight, the tanks were
pulled back and the Shi'ite uprising in Southern Iraq became a
sacrificial offering to Sadam Hussein's presidential guards.
The West decided to leave Sadam Hussein in control of Iraq because they
were concerned about the type of government that would replace him. In
a particularly nauseating hypocritical display they decided to support
the devil they knew as they were still concerned about the spread of
Muslim fundamentalism in the region. January 1998 has become a turning
point for the future of Sadam Hussein's regime. The government in Iran,
pushed by its people has become tired of 20 years of Muslim
fundamentalism. In a break with the policies of the past Iran has
offered an olive branch to the United States government and the West.
This realignment of forces has now made Sadam Hussein a totally
disposable pawn in Middle Eastern affairs.
It hasn't taken the United States government long to take advantage of
this realignment of forces. In a few short weeks they have been able to
manufacture a dispute which will lead to the demise of Sadam Hussein and
his murderous regime. Unfortunately for the people of Iraq they will be
forced to once again pay with their lives, to satisfy the needs of the
United States and the West.
