'THE TAX DEBATE'
The government, opposition, business and welfare sector all agree that
something has to be done about Australia's 'voluntary taxation system'.
About the only people who pay their fair share of tax in this country
are Pay As You Earn (P.A.Y.E.) taxpayers, all other tax payers have
mechanisms by which they can legally minimise their tax. Some of the
countries most profitable corporations pay little if any tax.
The government and business sector are in favour of introducing a
consumption tax, while the opposition an the welfare sector talk about
overhauling the current tax system, so the rich pay their fair share of
taxes. Both groups seem to have missed the central point in the tax
debate. Nobody seems to be looking at the concept of social good and
social harm. A tax system can be structured that rewards endeavours
that create social harmony and penalises endeavours that cause social
harm.
Taxes are currently levelled on profit levels, turn over or
consumption. Little if any allowance is made for the social harm or
good that a particular industry causes. The state can, by using
financial imperatives, initially penalise and eventually close down
sectors that cause social harm. If you or I cause social harm we would
be expected and be forced to compensate society for that harm. If a
national or transnational corporation is involved in a business that
causes social harm, they expect society (the taxpayer you and I) to pick
up the tab for that damage.
The gambling, mining, alcohol, forestry, fossil fuel and intensive
farming sectors are some businesses that cause more social harm than
good, that taxpayers are expected to bankroll. Each of these industries
should pay for the damage they have caused or they should shut up shop.
It's interesting to note that the Federal government is one of the most
vocal opponents of a carbon tax, one of the few taxes proposed that
penalises companies for the social damage they cause. Instead of
limiting ourselves to the narrow parameters that the government has set
down for the 'so called tax debate' we should extend the debate so that
ordinary taxpayers do not continue to pick up the tab for the social
harm that is caused by the corporate sector.
MULTI LATERAL AGREEMENT ON INVESTMENTS
M.A.I., keep these initials uppermost in your mind. Governments across
the globe, including the Australian government are about to put their
paw on an agreement that's going to remove the last barrier to the
corporate rape of the planet. You see our corporate friends are unhappy
that some nation states put up legal barriers to protect local people
and industries from corporate penetration.
The big end of town is unhappy about the fact that they can't cross
national boundaries with impunity. As far as they're concerned they
should be able to plunder this planet without any resistance. If the
M.A.I. agreement goes ahead, and it will unless there is a massive
grassroots opposition to this corporate attempt to rape the world, our
good transnational corporate citizens will be able to ooze across the
globe destroying all before them.
They want nation states to stop putting up barriers to their
exploitation of the human race. They want to tie in nation states to a
15 year legal agreement that will prevent states from setting up wage,
environmental and human rights barriers to the extension of the
corporate state. Not content with wielding real power they now want
full and open access to that power. If in a corporation's opinion they
believe a national government has at the local, state and federal level
set up barriers to the God given right of capital to ooze across the
globe, they will be able to take that nation state to an international
tribunal that will be able to force that government to rescind that
legislation and award costs to the corporation involved.
M.A.I. will be the final nail in the ability of the nation state to
determine what happens within its borders. As anarchists we don't
support the nation state or the corporate sector. We want to break the
back of both institutions and replace their hegemony with a society that
is based on egalitarian principles of association. As activists it's
important we resist all attempts by national and corporate sector to
increase their power over ordinary people.
POOR BILL
I wouldn't for a moment want people to think that I support the
President of the United States. Anybody who has been President of the
United States is by definition a liar. They would never be able to
become President unless they were convincing liars, that's the nature of
the beast. On the other hand, it's interesting to speculate on the
motives of the media sharks, as they circle round Bill Clinton. Are
they disinterested observers trying to find out the truth? Or do they
have their own secret reasons why they would like to see Clinton
impeached?
I have always been a great believer in due process, not mob rule. It's
easy to set off a mob, it's hard to follow due process. Irrespective of
the crime an individual is accused of, if we don't extend them due
process, the chances of a miscarriage of justice occurring are very real
indeed. Everyone irrespective of who they are, what they do, or where
they live should be accorded due process. Once the concept of due
process is overridden nobody will be able to defend themselves against
smear and innuendo.
VICTORIA - POLICE STATE?
'It happened fifteen years ago, the police officers involved are most
likely retired'. So what!! It seems that the political files that were
held on individuals and political and social groups were never
destroyed, although the police department had been ordered to destroy
them by the government of the day. Nobody let alone political and
social activists should be surprised that the Victorian Police Force,
under instructions from A.S.I.O. decided to ignore a government
directive to destroy files that were held on individuals and community
and political groups.
Power does not lie in parliament, it lies in the boardrooms of national
and transnational corporations and in the upper echelons of the
permanent bureaucracy. Whether a directive of parliament is carried out
or not depends on whether such a directive suits the ultimate interests
of those people who control what happens in society.
The current fiasco surrounding the Victorian Polices secret files
highlights the fact that as a society we are closer to being a police
state than we like to think. If there's one thing we can learn from
this whole sorry exercise, it's that we must resist all government and
police attempts to increase police powers. If we don't it's inevitable
that police will continue to act as if there is one law for the public
and another for the guardians of law and order.
RECLAIMING OUR HISTORY
Wednesday the 1st of April 1998 marks the 349th anniversary of the
commencement of the Diggers Movement, a forerunner of the post-modern
English anarchist movement. On that day nearly 350 years ago the
diggers reclaimed the land by establishing the Winstanley settlement.
On Saturday the 28th and Sunday the 29th of March British activists will
be reclaiming their historical legacy by reclaiming the land.
They will be occupying a piece of land on that day and will be making
improvements to that land the following day. If anybody who finds
themselves in England at that time wants to be part of this historic

Interestingly the United Kingdom does not have a comprehensive land
registry. Surprisingly there are still bits of 'unowned' land scattered
across the Kingdom. There are many reasons why land is unowned. It has
never been enclosed and still is common land that can be used by all. A
past owner has mislaid the legal documents proving title, a previous
owner has disappeared or ownership is disputed.
The Land is Ours movement wishes to reclaim these bits of unowned land
so people or groups in need of access to land can use this land. The
movement is growing and many activists have become involved in the
movement to reclaim common land for common use. People interested in
this idea are encouraged to contact their local Land is Ours group. If

OBITUARY -
Cornelius Castoriadis (Paul Cardan)
Cornelius Castoriadis died on the 26th of December 1997 in Paris,
France. Castoriadis has been one of the most important post war radical
intellectuals. His works have had a great deal of influence in many
disciplines from psychoanalysis to political philosophy. He was born in
Greece in 1922 and after working in the Communist Party he left Greece
to go to France. In 1949 because of his strong criticism of Trotykism
he decided to form a group called 'Socialisme ou Barbarie' which
influenced left radicals because of his criticisms of Marxism. The
group survived until 1965. The ideas developed during these years
influenced the students during the events of May 1968. Among his most
important works translated in English we need to remember 'The Imaginary
Institution of Society', 'Crossroads in the Labyrinth' and 'Philosophy,
Politics, Autonomy'. With his concept of autonomy he came close to
anarchism. To Castoriadis, the concept of autonomy started in ancient
Athens and it became Ôa new eidos within the overall history of being: a
type of being that reflectively gives to itself the laws of its being'.
Autonomy found its fertile ground in the Athenian polis. The Athenian
citizens (the polis) did not stop questioning their own institutions.
'This movement is a movement of explicit self-examination the cardinal
meaning of explicit self-examination is autonomy: we make our own
laws....'. It is important to remember these words and try to put them
into practise. (Cornelus Castoriadis used the pseudonym Paul Cardan for
many of his publications).

ANARCHIST QUESTION AND ANSWER
Q. Can an anarchist society survive in a hostile world?
A. Most likely yes, although some activists believe that an anarchist
society can only exist if there is worldwide change, the chances of
world wide change are almost non-existent. Historically anarchist
societies have appeared and some have survived and flourished in the
midst of civil war. Whether an anarchist society survives in a hostile
world is dependent on its ability to defend its territorial integrity
and its ability to look after itself economically.
Essentially an anarchist society is no different to any other community
that finds itself surrounded by potential enemies. If it cannot defend
itself and if it can't look after its economic needs, it won't survive.
Self defense in an anarchist community is a problem that potentially
involves everyone. Defence in an anarchist society is not the preserve
of a standing army or professionals, its everyone problem. A group of
people that organise and take an active interest in their own defence
arrangements is much more difficult to subdue than groups who rely on
standing armies, mercenaries and so called defence professionals.
How to maintain economic independence is a much more difficult problem
to tackle. Although most communities would like to be self-sufficient,
the chances of this occurring are very slim indeed. This means that
anarchist communities need to pursue policies that would overcome any
economic embargo that a hostile world may impose. A community in such a
situation would have to rely on technological innovations, international
support from friendly groups and possibly exchange programs with
surrounding states that may need goods that are produced by that
anarchist community.
An anarchist society that is surrounded by potential enemies, will not
be able to reach its full potential, but it would have an excellent
chance of survival if people are able to look after their own defence
needs and if participants in that community are willing to make
significant economic sacrifices.
ACTION BOX - 'SO YOU'VE ORGANISED A MEETING'
You've had enough, something's got your goat and you've called a public
meeting so you can do something about what's bothering you. Well
surprise, surprise, calling the meeting is the least of your troubles.
Give a thought to how you want to conduct the meeting and what you hope
to achieve. Momentum is everything when you are involved in an issue
that needs the participation of other people. Lose that momentum, you
lose any possibility of effecting change.
After you've called the meeting don't sit on your laurels waiting for
something to happen, go out of your way, doorknock, talk to people about
the issue, lay the groundwork for the meeting. On the day of the
meeting, check out the venue, make sure the nuts and bolt are in place,
there's nothing more time consuming and destructive at a meeting, than
finding the halls locked, the electricity or microphone doesn't work.
On the day stand at the door welcome people as they come in, give people
about five to ten minutes leeway before you start the meeting.
Introduce yourself, explain who you are, why you've called the meeting
and what you hope to achieve both short term and long term. Once you've
introduced the topic, ask people how they want the meeting conducted, do
they want a chairperson? Do they want to speak in turn? Do they want a
free for all? Once this has been decided make sure plenty of time is
set aside for discussion. Nothing alienates people more than finding out
they have been invited just to make up the numbers at the meeting.
How the meeting ends can determine the long term viability of what you
set out to achieve. Attempt to set up a co-ordinating group to continue
to push the issue. If you don't you run the very real risk of becoming
a defacto leader and people will then expect you to organise it all.
Explain to people, why you want to set up the co-ordinating group and
why you believe that the only way they will be able to win this
particular struggle is by broadening their active participation. If
there is interest in the idea of forming a co-ordinating group ask
people who want to be part of this group to stay behind for half an hour
so they can organise the next activity or meeting. If you can do this
you are on your way to forming a successful group.
AUSTRALIAN ANARCHIST HISTORY - THE 1917 GENERAL STRIKE
The Amalgamated Railway and Tram Service Association in N.S.W. expelled
unionists who were associated with the Industrial Workers of the World
(I.W.W.) from the Association in March 1917 to show their support for
the war effort. The New South Wales Railway Commission had entered into
an agreement with its employees not to pursue reforms in the railways.
Workers had in turn agreed not to fight for improved conditions and
pay. Association members were angry about conditions and poor pay, but
decided to hold back on any action to help the war effort. When the New
South Wales Railways Commission decided to introduce job time cards that
were to be filled in by foremen, all hell broke loose.
Years of I.W.W. agitation in the transport sector finally paid
dividends, angry workers walked off the job. Within a few days over
100,000 workers in the transport, and mining sector had begun a general
strike. On the 16th of August 1917 Claude Thompson, the secretary of
the Amalgamated Railway and Tram Service Association (the very man who
had expelled I.W.W. members from the Association five months previously)
and A.C. Willis of the Coal and Shale Employees Federation were arrested
by the New South Wales government and charged with that old chestnut
'CONSPIRACY'. On the 23rd of August Judge Heydon of the Arbitration
Court cancelled the registration of the striking unions, dismissed all
strikers and declared 'In certain circumstances unionism is a term of
the foulest disgrace and the term scab shines out as a title of lofty
honour'.
Within a few days the God, King and Country Brigade with help from the
police and armed forces were mobilised to run the railways, unload
produce from the wharves and open up the mines.
Within a few weeks the strikers were defeated by the Government and the
God, King and Country Brigade. Many were never re-employed in their
chosen field. In an attempt to weaken an already weakened Trade Union
Movement, the N.S.W. government helped organise 'loyalist unions in the
rail and tram way services'. Claude Thompson and A.C. Willis were found
not guilty of the conspiracy charges by a jury in November 1917. The
General Strike, the strategy that had been pursued for so long by the
I.W.W., had been tried and been found to be wanting. The failure of the
N.S.W. General Strike marked the beginning of the end for the I.W.W. in
Australia.
BOOK REVIEW
The Anarchism of Nestor Makhno,
1918 - 1921 - An Aspect of the Ukrainian Revolution - Michael Palij.
1976 - University of Washington Press. ISBN 0-295-95511-2
Four hundred and seventeen pages after staring this book I find myself
in two minds about this absorbing tome. The author has devoted slabs of
his life to this meticulous account of the events that led up to the
tumultuous events that occurred in Eastern Ukraine between 1918 - 1921.
Nestor Ivanovyeh Makhno an anarchist communist peasant was born on the
27th of October 1889 in Huliai-Pole in Eastern Ukraine. Nestor began
work at the age of seven, minding sheep and cattle. He began to show an
interest in politics at the age of 16 as a result of the state terror
that accompanied the Russian Revolution in 1905. In that year he became
a member of an Anarchist Communist group based on Huliai-Pole. He
immersed himself in political action, was arrested and sentenced to
death with thirteen others in 1910. His sentence was commuted and at 21
he found himself incarcerated in Butyrki Central Prison in Moscow.
He was released with all other political prisoners under a provisional
Government amnesty on the 2nd of March 1917, eight years and eight
months after he began his confinement. Within a few weeks he returned
to Huliai-Pole a committed anarchist militant.
Now begins one of the most extraordinary stories of our era. Within a
few months he found himself t the head of a intrinsically anarchist
partisan movement that defeated the whites and held the Bolsheviks at
bay as they formed the framework of an anarchist communist community in
Eastern Ukraine. Michael Palij provides us with layers upon layers of
fascinating information about this period. We learn how the paper
anarchists in Moscow, Petrograde and the rest of Russia were liquated by
the Bolsheviks in April 1918. Fortunately some, not many escaped and
joined the partisans in Eastern Ukraine. We learn how local underground
anarchist groups were transformed into revolutionary combat units that
successfully formed an anarcho-communist community that covered over 30%
of the Ukraine. (At its height the movement boasted more than 100,000
fighters).
Palij examines the organisation and tactics of the Partisan Army. He
gives life to hundreds of the forgotten participants who were part of
this intrinsic anarchist movement. He examines in detail these
important forgotten events that were consigned to the footnotes of the
history of the Russian Revolution. Palij follows the fortunes of
Makhno, follows him into exile in 1921, 'after the partisan army was
overwhelmed by the superior power of the Bolshevik armies and overcome
by the exhaustion and war weariness of the population'. Makhno died in
Paris on the 27th of July 1934. He was survived by his wife and
daughter Liusia, his ashes rest in vault 6706 at the Pere-Lachaise
cemetery in Paris.
If you decide to read this book skim through Palijs nationalist analysis
of the Ukrainian Revolution and read the 200 or so pages that detail the
nuts and bolts of the Partisan movement. This book provides an
important insight into how anarchists attempted to create an egalitarian
community during a period of instability. Through their actions they
proved that power vacuums can be used to create an egalitarian
community.
This 417 page book provides an invaluable insight into one of the 'lost'
periods of anarchist history. The book has an extensive bibliography
that lists over five hundred primary sources, for anyone who wants to
follow up any of the primary sources.
PERSONAL OBSERVATION
Feet planted firmly apart, no nonsense, flat heeled made in China shoes
connected to legs that shot up into a barrel shaped body, the type of
body you see in those parts of town that rely on carbohydrates and cheap
fatty meat products to survive, was topped by a drawn face under a very
plain straw hat. She was tugging at her mans arm, a thirty something
thin tall man in blue workers overalls. He showed her the bankbook, she
looked at it and stormed out, a tear welled up in his right eye, I
pretended not to notice.
Although he kept looking at the door, he wasn't going to leave his place
in the queue. About ten of us were stuck in one of those queues that
form whenever small business people hog the tellers time. The tellers
were furiously counting notes and weighing little plastic bags filled
with coins. Although he was at the head of the queue he had been
waiting for over ten minutes for his turn at nirvana's portal. She came
back into the bank, walked around the queue and clutched his arm. I
shuffled back to give her some space. Finally one of the women who was
doing the business bank, gathered up her bits and pieces and moved off.
They bolted towards the open cage, he had a bank book in one hand and a
plastic card in the other. He blurted out my pay should be in one of
these. It's not there and we need the money today. The middle aged
woman behind the counter took both his bankbook and card and started to
play with the keys on her computer, she eventually found his pay and
asked him how much he wanted. All of it he said. She pressed some more
keys and put her hand in the till pulling out four fifties, six twenties
and one ten dollar note. They leaned over as she counted the money, as
she handed over the notes the woman cried out 'can you give him some
more!!!!'. The teller looked down at her paperwork as the gaunt thin
man literally dragged his companion out of the bank.
STOP PRESS -
INTERNATIONAL MONETARY FUND RUNNING OUT OF PUFF?
The I.M.F. was formed in 1944 'to secure international monetary
co-operation, stabilise exchange rates and expand international
liquidity'. Operating funds are subscribed by member governments
according to the volume of their international trade, their national
income and their international reserve holdings. Members with temporary
difficulties in their international balances of payment may purchase
from the I.M.F. with their own national currencies the foreign exchange
they need. (Of course they have to repay the I.M.F. with interest).
The I.M.F. is located in Washington DC a few blocks from the Whitehouse
and in reality is a hostage to its principal piper the United States.
The collapse of the communist empire has pushed the I.M.F. into
prominence in the past decade. The I.M.F. is currently pursuing a
globalisation agenda, and has become little more than an agent for
United States interests. Its loans to countries across the world act as
levers for United States global interests. The I.M.F.'s 18 billion
dollar bail out of the Mexican economy in 1995 has contributed to the
current Asian economic crisis.
In an attempt to cut the ground from under the feet of potential
revolutionary change the I.M.F. intervened in Mexico to protect United
States interests, by bailing out the Mexican government. Corporations
across the globe took this as an indication that the I.M.F. would bail
them out again and again if they ran into trouble with their investments
anywhere in the world.
The economic collapse in Asia has been followed by large scale I.M.F.
intervention. Transnational corporations have been guaranteed their
funds by the I.M.F. Countries that have been forced to accept I.M.F.
funds have been ordered to undergo Structural Adjustment Programs that
remove social security benefits, cut back education and health services
and remove government subsidies on basic infrastructure and staple
foods. The extent of the current economic crisis has stunned the
I.M.F's secretive non-accountable (except to its major piper the United
States) 24 member inner council.
The economic structures that the I.M.F. has placed on over half of the
world's economies have now become the problem, not the solution to the
problem. When conservative economists like the Nobel Laureate Milton
Friedman state 'It's utterly immoral to have unelected unaccountable
officials spending taxpayers money helping out other countries with
their bad investments', you know the I.M.F. is running out of puff and
out of funds. No wonder Suharto is willing to sign anything - he knows
they will do everything possible to stamp out even the hint of
revolutionary egalitarian change in Indonesia. Let's not forget that
ultimately the I.M.F. is using our money (tax payers money) to protect
the interests of the few at the expense of the many.
